Unfortunately there isnt any trick to enable the additional 3rd and 4th weapon slots unless those other characters join a point in the story

The fourth weapon slot will be unlocked once you reach Eden-6, probably somewhere around level 20 depending on how fast you're burning through  Weapon slots are unlocked by progressing through the main story and not by finishing sub-quests or buying upgrades
